The Barbados Defence Force marked the appointment of its sixth Chief of Staff, Commodore (Cdre) Errington Shurland, with a Handover Ceremony at St Ann’s Fort, the Garrison. Cdre Shurland, is the Executive Director of the Regional Security System and the former Deputy Chief of Staff BDF, serving for over 30-years.

A graduate of the Britannia Royal Naval College in Dartmouth England, and the Command and General Staff College of the United States Army, Fort Leavenworth, Cdre Shurland will be the first naval officer to command the BDF.

In addition to a Master’s degree in Maritime Administration from the World Maritime University in Malmo, Sweden, he has represented Barbados at the Organisation of American States, the Inter American Defence Board, and the International Maritime Organisation and as a delegate at the United Nations.

For his continuous service to safeguard Barbados’ interests, he has received several decorations. These include, the Queen’s Jubilee Medal, the Governor-General’s Medal of Honour, the Services Medal of Honour, the General Service Medal and two Defence Board Commendations.

Preservation and Rehabilitation of the Leaf-toed Gecko

The Barbados Defence Force in its environmental responsibility, partnered with the Ministry of Environment and National Beautification, to preserve and rehabilitate the leaf-toed gecko which is endemic to Barbados.

The endemic Leaf-toed gecko (Phyllodactylus pulcher) was rediscovered in 2011 after several decades of being assumed extinct. The International Union for Conservation of Nature (IUCN) assessed the leaf-toed gecko was as critically endangered in 2017. Subsequent studies have indicated low densities in small areas of limestone cliff habitat on the north and south east coasts of Barbados.

The population found on the cliffs at Paragon Military base is of significant importance to the survival of the species, and based on the rehabilitation efforts of the Ministry and its stakeholders, there has been unified efforts by means of assistance in securing the habitat as this work by the Ministry of Environment and National Beautification is carried out.

The contemporary security scene in the Caribbean is characterized by complexity, change, and challenge. These challenges can be manifested in its relatively large maritime geographic area, in addition to its vast interconnected sea lines of communication. The Caribbean Sea is ranked as one of the principal waterways in the world and covers an area of 2,515,900 square kilometres. In addition, the region dominates critical sea lines of communication, all converging at one of the world’s most prominent choke points, the Panama Canal. Therefore, increased maritime activities can pose a threat to coastal States as the region it is classified as having one of the most intensive maritime traffic sectors in the world.

The theme for 2021 Day of the Seafarer, “Seafarers: at the core of shipping’s future,” seeks to increase the visibility of the seafarers by drawing attention to the invaluable role they play now and will continue to play in the future. With 71 percent of the earth’s surface covered by the sea, it is axiomatic that more than 90 percent of global trade is conducted by way of the world’s oceans. Ships ply regional and international waters in growing numbers, increasing the opportunities for exploitation of vessels and seafarers.

Thus, maritime security is pivotal to safeguarding international trade and preserving the safety of mariners. The areas from which ships and maritime operations need protecting include terrorism, piracy, robbery, illegal trafficking of goods and people, illegal fishing and pollution.

As the industry evolves and the Blue Economy grows, vigilance, enforcement, and training will have to keep up with technology and increased opportunity for threats. The Barbados Coast Guard shall play its part in creating a safe and secure maritime environment with emphasis on ensuring, in so far as is possible, that seafarers are better protected from the criminals that would do them harm, wherever threats are present. Through supervision, inspection and proactive procedures, the Barbados Coast Guard will continue its best to minimize threats to maritime safety and security.

The Barbados Defence Force recently partnered with the United Kingdom Government to continue relief effort to St Vincent and Grenadines in the aftermath of the La Soufrière volcano eruption. Over one-hundred and thirty-five (135) pallets of humanitarian relief supplies, packed by the BDF Relief Supplies Unit, departed Barbados to St Vincent via the UK Royal Fleet Auxiliary (RFA) vessel WAVE KNIGHT.

Commanding Officer of the RFA WAVE KNIGHT, Captain (N) Simon Herbert explained that “the WK arrived in the Caribbean region to provide additional resilience as part of the Atlantic Patrol Tasking (North) (APT(N), a permanent Royal Navy presence in the region in support of the Overseas Territories.” He went to state that the first task of the WK would be to load and transport humanitarian stores from Barbados to St Vincent as part of the ongoing humanitarian support efforts for approximately 14,000 displaced citizens in St Vincent . The Ship’s Company comprises of Royal Fleet Auxiliary, Royal Nany and Royal Marine personnel. Captain (N) Herbert stated that they are keen to demonstrate the UK’s commitment to the security and stability of the region and alleviate the humanitarian threat caused by the volcano crisis on St Vincent.

Chief of Staff, Colonel Glyne Grannum expressed his appreciation to the crew of the WAVE KNIGHT for their partnership and commitment to providing relief and security response mechanisms to Barbados and the Region. He presented the Commanding Officer, Captain (N) Herbert, with a mahogany clock in the shape of Barbados, before the ship slipped the Bridgetown Port.

The Barbados Defence Force recently partnered with the BlueGreen Initiative Inc (BGI) in the interests of literacy and youth development. The BGI gifted Private (Pte) Maria Burt, World Literacy Ambassador, with two hundred (200) copies of ‘My Coral Buddies and Me’ children’s activity. The My Coral Buddies and Me book is a publication of BGI and written by BGI’s Co-Founder Senator Crystal Drakes. The children’s book is aimed to increase the awareness and education of the marine environment, specifically the role of coral reefs in maintaining healthy oceans. The book’s coral characters Brainy Bob, Earl Elk, Samantha, Starlight, Fire Fred, and Polly Polyp shed light on the importance of coral reefs to other marine species and humans and the challenges they face such as climate change. Activity’s in the book include Name the Coral, Find the Underwater Words, and Connect the Coral.

The My Coral Buddies and Me activity book is a product of BGI’s Be Blue School Tour which commenced in 2020 in partnership with Sandals Foundation and supported by Ministry of Maritime Affairs and the Blue Economy. However due to COVID 19, BGI was unable to visit the eight designated primary schools across the island to teach them about the ocean.

The Tour also comprised of two underwater Murals done by Artist Jehmilah Wood, at the Blackman and Gollop and Bay Primary Schools. The partnership between the BDF, WLF Ambassador Pte Burt and the BGI will ensure the activity book reaches children in communities across Barbados.

BGI is set to release a second book ‘My Coral Buddies and Me, Cricket Calamity’ a free comic e-book written by young Barbadian writer Shakirah Bourne. The comic e-book will merge scientific information with authentic Caribbean culture and storytelling so children can relate to the marine environment and feel empowered to be a part of the environmental action in Barbados and across the Caribbean region.

U.S. Southern Command, donated vital maritime parts to the Barbados Coast Guard at a handover ceremony held at the Barbados Coast Guard Headquarters, HMBS PELICAN.

The donation, which is valued at approximately US$195,000, is part of the Caribbean Basin Security Initiative (CBSI) Foreign Military Financing Program and was led by the U.S. Embassy in Bridgetown with support from the U.S. Coast Guard’s Office of International Acquisitions Program. The maritime spare parts package will support multiple vessels previously donated by the U.S. Embassy’s Military Liaison Office and the Bureau of International Narcotics and Law Enforcement Affairs to the Barbados Coast Guard and will assist with future maintenance and operations to ensure capability to conduct maritime patrols, counter illicit-trafficking operations, and maintain border security.

He added, “We are proud of the opportunity to continue to partner with the professional men and women of the Barbados Defence Force and Coast Guard.” Speaking on behalf of the Barbados Coast Guard, Commander Mark Peterson, said, “The donation is timely, well-received and will undoubtedly boost the Barbados Coast Guard’s maritime capacity. Barbados, allied with the United States, continue to play a pivotal role in maritime safety and security.”
